I want as many as possible to make the best usable t1 or equivalent fiting for a t1 cruiser.

this is mainly because of the fact that increased numbers of people want to do some quick roaming and stuff.
And many of us don't want to loose 50 mill isk for every ship we loose =)

Anything I fly is considered cheap shit, and I am a connaiseur of flying terrible garbage.
Anything I fly that isn't T2 costs 50mil or less, unless its a rigged out hurricane.
If you want cheap shit that doesn't suck, get a minmatar cruiser skill.

Caracals can be fit cheep for about 20 mil and still be effective (in a gang).
